The Frequent Flyer Problem is an argument for the inseparability of compassion from critical care. With data from the West PA Regional Data Center and 2020 census, this booklet uses Allegheny County as a case study on what we can learn from emergency calls.

Particularly, this booklet places emphasis on the role that race and income play into the current healthcare system. America's first modern paramedics were black men from Pittsburgh's Hill District, which had previously felt the brunt of healthcare disparity. Five decades after their operations were cut, the quality of emergency care still echoes their work, but the system is still just as broken.
